Five factors compound to create the 35%+ ZIP-to-ZIP gap:

33602 — Downtown, Channelside, Tampa Heights
High liability premium, high full-coverage premium. Reasons:

How carriers calculate ZIP factor
Carriers don't price ZIP arbitrarily. The major data inputs:
